Answering my own question:

Ditac by xmlmind contains updated jeuclid jars that work with Fop 2.6:
http://www.xmlmind.com/ditac/_download/ditac-3_9_0-plus-fop.zip

The jeuclid jars can be found in ditac-3_9_0\plus\fop-2.6\fop\lib\.
