Shortcut to a topic

I want to add a shortcut but I cannot. I think it's about punctuation. I tried that: <<Gmail'de İmza Ekleme>>

Now I changed the topic with "Gmail`de İmza Ekleme"
then <<Gmail`de İmza Ekleme>> (' >>`) but it's not proper in Turkish language.
