Avoiding substitution within ifdef's ?

I have the following code:
ifdef::fopub[]
<asciidoc-pagebreak>
endif::[]
How to avoid < and > being translated into & lt and & gt ? I cannot figure out how to avoid substitution :-(

It doesn't have anything to do with ifdef. You just need to use a passthrough to pass content through verbatim.
